ho scoperto l'esistenza del modulo itk di apache2:
The ITK Multi-Processing Module (MPM) works in about the same way as the classical "prefork" module (that is, without threads), except that it allows you to constrain each individual vhost to a particular system user. This allows you to run several different web sites on a single server without worrying that they will be able to read each others' files.

non credo che avrebbe problemi, e' sufficiente che nel chroot ci siano gli utenti (o in passwd o in ldap se itk lo supporta).
Cmq non mi sembra fondamentale al momento, visto che ftp garantisce gia' che gli utenti accedano solo alla loro home.

via ftp, ma non via http: tempo fa ho visto un fantastico file manager in php, con un sacco di opzioni fichissime, tipo:
scarica compilatore c scarica, compila e testa vulnerabilita' xxx scarica, compila e testa vulnerabilita' yyy scarica, compila e testa vulnerabilita' zzz copia file passwd
etc etc.
certo, siamo nel chroot, quindi il danno sarebbe sicuramente limitato, ma almeno riusciamo a tenere chiusi nelle loro cartelle gli utenti.
