<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Randall Echanis, a un anno dalla data del suo imprigionamento, ha iniziato uno sciopero della fame per denunciare la persecuzione dello stato filippino nei suoi confronti. </SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">La sua storia e la sua posizione nel movimento rivoluzionario e progressista delle Filippine è sintetizzata nel documento sotto riportato.</SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Quello che chiediamo è di prestare attenzione a questo documento e di diffonderlo per quanto possibile, prima di tutto agli organismi che si occupano della difesa dei diritti dei lavoratori e della solidarietà alla repressione contro chi è in prima linea nel difenderli.</SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Bisogna tornare, in Italia, a prestare attenzione al movimento comunista, rivoluzionario, progressista e democratico delle Filippine, come si è fatto nei decenni passati. Il movimento che lotta per fare delle Filippine un paese libero dalla dittatura, dall’oppressione e dal feudalesimo è uno dei più importanti di tutta l’Asia, e dedicargli la dovuta attenzione serve a noi, per avere una visione più globale dei problemi del mondo.</SPAN></FONT></P>

<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Il 28 Gennaio 2008, Ka Randy è stato arrestato da elementi appartenenti presumibilmente alle forze armate e alla polizia che indossavano passamontagna (maschere da sci) ed abiti civili al Builders'Training Center a Barangay Calumangan, Bago City, Negros Occidentale, mentre partecipava ad una riunione con fattori e braccianti appartenenti alla Federazione Nazionale dei Lavoratori dello Zucchero e all' Unyon ng mga Manggagawa sa Agrikultura (UMA) sul Disegno di Legge per la Riforma Agraria Integrale (House Bill 3059) e in preparazione del 2° Congresso Rurale Nazionale che sarebbe stato condotto dalla Conferenza dei Vescovi Cattolici delle Filippine (CBCP) il 7-8 Giugno 2008. </SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Ka Randy era accusato di essere membro del Comitato Centrale del Partito Comunista delle Filippine (CPP). Assieme con il Consigliere Politico Capo del Fronte Democratico Nazionale Jose Maria Sison e il rappresentante di Bayan Muna, Satur Ocampo, Echanis è stato accusato di omicidi plurimi in collegamento con le cosiddette fosse comuni scoperte a Hilongos, Leyte. È stato imprigionato nel Carcere Provinciale di Leyte, dal 28 Gennaio al 29 Luglio 2008. E’ stato poi spostato a Camp Crame il 29 Luglio, e poi trasferito illegalmente nella prigione sovraffollata di Manila City il 2 Agosto 2008.</SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Randall “Ka Randy” Echanis proviene da una famiglia di estrazione medio-bassa. Suo padre era nativo di Ilocus Sur, mentre sua madre era della vicina provincia di Abra. La moglie di Randall, Erlinda Lacaba Echanis è attiva tra i movimenti dei lavoratori e dei contadini ed è capo di gabinetto del rappresentante dell'Anakpawis Rafael Mariano.</SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Randall ha due figli, Ranmil e Amanda Echanis. Sono entrambi attivi nel movimento studentesco e giovanile e nella difesa dei diritti dei bambini. </SPAN></FONT></P>

<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Ka Randy venne a contatto con l'attivismo nell'allora collegio del commercio delle Filippine (ora Politecnico Universitario delle Filippine) quando partecipò a presidi radunati per condannare la guerra di aggressione degli Stati Uniti contro il Vietnam e si impegnò con passione nelle problematiche di carattere studentesco. Al college, si unì alla Kabaatang Makabayan (KM – Gioventù Patriottica) e divenne segretario del KM – Università del Distretto Est e fu tra i partecipanti alla Tempesta del Primo Trimestre nel 1970 [ la Tempesta del Primo Trimestre è stata una sollevazione d’importanza storica nelle Filippine; per informazioni, si veda “First Quarter Storm” in Wikipedia, N. d. T.].</SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Alla fine degli anni '70, Ka Randy fu tra le file degli attivisti che risposero alla chiamata del KM di “servire il popolo”. Si recò nelle campagne, dove contribuì all'istruzione dei contadini e all'organizzazione del lavoro nella Cagayan Valley, a Cordillera, e nella regione di Ilocos fino al suo arresto nel Luglio 1983.</SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Fu arrestato senza mandato da elementi dell'allora Gruppo per la Sicurezza del Ministero della Difesa Nazionale allora diretto dai colonnelli Gregorio Honasan, Red Kapunan e Roldolfo Aguinaldo.</SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt"> </SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><B><FONT face="Times New Roman" size=2><SPAN style="FONT-WEIGHT: bold; FONT-SIZE: 11pt">Isolamento</SPAN></FONT></B></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Dal 1983 al 1984 Ka Randy venne detenuto in isolamento e tenuto confinato a Camp Aguinaldo. Neppure i suoi parenti stretti e i suoi avvocati venivano autorizzati a fargli visita.</SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Tra il 1984 e il 1986, fu trasferito a Camp Adduru, nel Recinto del 2°Comando Regionale a Tuguegarao, Cagayan, fino al suo rilascio avvenuto nel marzo del 1986. Per due anni, Ka Randy è stato tenuto in isolamento.</SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Era tra i prigionieri politici che furono rilasciati dopo la prima sollevazione del “Potere Popolare”. Dopo il suo rilascio nel 1986, Echanis si unì al Samahan ng mga Ex-Detainees Laban sa Detensyon at para sa Amnestiya (SELDA) e divenne un membro del suo consiglio nazionale. Oltre al SELDA, fu membro fondatore del Partido ng Bayan (Partito del Popolo) e membro del suo Comitato Organizzativo Provvisorio. </SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Nel 1987, Ka Randy tornò a organizzare i contadini fino al suo secondo arresto nel 1990, da elementi combinati del Servizio di Intelligence delle Forze Armate delle Filippine (ISAFP), dell'Intelligence e Forza di Sicurezza Navale(NISF), e dell'NCRDC. </SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Fu piantonato in una casa per una settimana e sottoposto a tortura fisica e psichica prima di essere trasferito al Centro di Custodia di Camp Crame, con sua moglie Erlinda Lacaba e loro figlia, Amanda Echanis, la più giovane prigioniera politica di quei tempi, che allora aveva 2 anni.</SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt"> </SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><B><FONT face="Times New Roman" size=2><SPAN style="FONT-WEIGHT: bold; FONT-SIZE: 11pt">Diritti umani e difesa dei lavoratori agricoli</SPAN></FONT></B></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Fu rilasciato nel 1992 dopo che la Corte d'Appello Regionale di Manila fece cadere un accusa che gli era stata contestata per la violazione del cosiddetto PD 1866 (detenzione illegale di armi da fuoco in sostegno alla ribellione). Divenne nuovamente attivo nel SELDA e diede il suo contributo nel raccogliere accusatori per una petizione di classe contro la dittatura di Marcos; Randall giocò inoltre un ruolo attivo nella difesa dei diritti umani e nella precostituzione dell'organismo di sorveglianza sui diritti umani Karapatan – Alleanza per l'avanzamento dei diritti umani.</SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Per via del suo impegno risoluto nel servire le masse contadine filippine, e della sua ricca esperienza nel portare avanti la lotta per ottenere una riforma agraria vera e integrale, Randall è stato nominato segretario delegato generale dell'organizzazione militante dei contadini detta Kilusang Magbubukid ng Pilipinas (KMP) o Movimento Contadino delle Filippine nel suo 5° Congresso Nazionale tenutosi nel Giugno 1999 a Quezon City.</SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Nel 2001 è eletto membro del Consiglio Nazionale del Movimento della Tempesta del Primo Trimestre nel suo primo congresso. </SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">A partire dal 2002, Ka Randy ha contribuito ai negoziati di pace tra il Governo della Repubblica delle Filippine e il Fronte Nazionale Democratico delle Filippine (NDFP) come membro del Comitato di Lavoro Reciproco per le Riforme Socio-Economiche dell' NDFP.</SPAN></FONT></P>
<P class=MsoNormal style="TEXT-ALIGN: justify"><FONT face="Times New Roman" size=2><SPAN style="FONT-SIZE: 11pt">Nominato segretario generale per gli Affari Esteri del KMP, nell'aprile del 2005, Ka Randy partecipò rappresentando il KMP nelle assemblee internazionali dei contadini e conferenze come l'Assemblea Mondiale dei Lavoratori delle Fattorie in Francia, al World Social Forum in Brasile, alla Conferenza Anti-Imperialista Mondiale, al Comitato di Pianificazione Internazionale Nazioni Unite – FAO in Italia, e delegato per la prima e la seconda assemblea della Lega Internazionale per le Lotte Popolari (ILPS) in Olanda.</SPAN></FONT></P>
